He was born in Mexico City on September 10, 1957. He completed his professional studies at the Universidad Nuevo Mundo (New World University) with a degree in Law. Among his current professional activities, the following stand out: Director of the Law Firm Yllanes Ramos, S.C., dedicated to legal counsel on labor issues for companies and industrial associations; Chairman of the Legal Commission of the Confederation of Industrial Chambers of Commerce of the United Mexican States (Confederación de Cámaras Industriales de los Estados Unidos Mexicanos, CONCAMIN).
He has been Chairman of the National Bar Association of Mexico (from 2000 to 2004) and Chairman of the Labor Law Committee of the Business Coordinating Council (from 1997 to 2003) and is currently a member of the Social Security Commission of the same organization.
Member of the Mexican Employers Delegation before the International Labor Organization (ILO); Member of the Technical Consultancy Committee of the Office of the Federal Attorney for Labor Defense (Procuraduría Federal de la Defensa del Trabajo, PROFEDET); Representative of the Employer Sector before the Consultancy and Surveillance Committee and the Board of Directors of the National Commission of the Retirement Savings Commission (Comisión Nacional del Sistema de Ahorro para el Retiro, CONSAR); and Assembly Member before the National Fund for Worker Housing Institute (Instituto del Fondo Nacional para la Vivienda de los Trabajadores, INFONAVIT); alternate member for the employer sector of the Honorable Technical Council of the Mexican Social Security Institute (Instituto Mexicano del Seguro Social, IMSS) and the Council of Representatives of the National Minimum Wage Commission.
He has been appointed by the Employer Sector to participate in the Fifth National Commission for Worker Ownership of Company Earnings set up for this year.
He forms part of the work group appointed by the employer sector to address various issues before the Ministry of Labor and Social Welfare, which include Labor Reform, Productivity, Training and Practice and Workplace Safety.
